Why one file doesn't fit both
8.5×11 is narrower for its height than 8×10. Scale an 8×10 file to 8.5 inches wide and it comes out 10⅝ inches tall, leaving about 3⁄16 inch of white at the top and bottom of a letter sheet. Scale it to fill the height instead and the sides get cut. That's why printable shops include a separate 8.5×11 file: the buyer who prints at home on letter paper gets an edge-to-edge page, and the buyer with an 8×10 frame gets a file that fills it.
Printing 8×10 on 8.5×11 paper
Print the 8×10 file at 100% (not "fit to page") and centre it. It leaves ¼ inch of white on each side and ½ inch at the top and bottom, which most home printers need as a margin anyway. Trim those borders off and it fits an 8×10 frame exactly.
Framing
An 8.5×11 print doesn't fit an 8×10 frame without trimming. It fits a frame sold as 8.5×11 (often called a document or certificate frame), or an 11×14 frame with a mat cut for 8.5×11. An 8×10 print fits any 8×10 frame, or an 11×14 frame with a standard 8×10 mat.
